Takagi was born in Aomori City, Japan. In December 1928, he moved to Mukden. In April 1929, he was admitted to Manchuria Medical College. In 1931, he publishes a dialect poetry collection Marumero (Marmello)
In 1933, he married Yamaguchi Nobori and graduated from Manchuria Medical University and works in Manchuria. In 1944, he received a Doctor of Medicine degree for “Reading and Lighting” (main thesis). In October 1946, he returned to Japan.
